I have always been bugged by the clumsy way of referring to the non-extremity parts of a handlebar moustache as "the middle". It just seems so blah. I wonder if anywhere in the world it has a name, and if not, can we give it a name? My suggestions is "the pringle" or "the pringles" and is based on this ad:  I know some may object to a commercial product link, but it's a good image and Mr Pringle has an awesome moustache with only small curls so it really fits. "Hey buddy, let your pringle(s) grow out! It would look great!" It's happened before. Xerox means copy to so many.

The "bar" of your handlebar sounds good, and logical.
Pringles people would like it. But as a person who doesn't eat anything industrial it gives me a little whirl on the stomach, hah.
I also like what smedstad said on a topic, the "Hirsute Fangs".

It's happened before. Xerox means copy to so many. Fun idea! I always enjoy a good eponym - who actually says "facial tissue", anyway? I say, just start using it and see if it catches on! (Although I suppose "bar" may be more appropriate.) Sadly, I think it will always end up being "the middle" - at least for people not in our linguistic clique... "Bar" makes sense but is a bit plain and not that evocative. If we use pringle(s) it will have to be explained to each, but eventually it won't. I lean toward singular "pringle" maybe? as pringles is more directly a reminder of the snack food, but each side of the "middle" could be thought of as a "chip" maybe. I could go either way. What do you think? "Man, did you see the pringles on that guy?" Pringle envy anyone? And if Santa has a great moustache he could be called "Chris Pringle." Speaking of which, here's my new xmas stocking:  Bonus: Pringles snack food maker may love to sponsor a moustache event!

I've always thought of the middle as the "bumper", and the curls as "fenders".
Calling it the Pringle does have a certain ring to it though.

The middle of a handlebar is called a stem.

Wouldn't the 'stem' describe only the singular piece that attaches the horizontal bar (to the steering tube) and aren't we talking about the whole traverse portion of the handlebar base before the graspable extremities?  Smedstad is good at inventing words, pogonodysmorphia comes to mind recently. Surely he can provide a suitable word for "the middle" bit.
